Blah blah blah. So it's everyone else's problem,  we need laws, I'm going to
sue, blah blah.

Here's the one piece of usefull advice you'll likely get:  Have whoever
received this message contact THEIR tech support -- whoever installed Spam
Assassin on that mail server.

My advice to you -- You're being a jerk. People have no insentive to help
rude people Stop being a jerk and you'll likely get more help.
