SpamAssassin can be used as either a standalone perl script (spamassassin) or as a client/daemon pair (spamc/spamd) where spamc is written in C for efficiency and spamd is written in perl. spamc and spamd do not have to be run from the same machine, so provided you can compile spamc to run on your mail server and you install perl on a separate server in order to run spamd, yes, you can filter mail with SpamAssassin without installing perl on your mail server.
