Can you post a header of what you're talking about? It's hard to give
an accurate opinion without seeing it. :)
The default is report_safe 1, which is the same as your config, so
if SA is marking up your headers at all, and it's not report_safe 1,
there's got to be a config it's reading (see -D) which disables it.
