Since you're using spamd, don't forget you need to restart it to get it to pick up config file changes. On Un*x systems running SA 2.6x, with Perl 5.61 or newer, I think you can just send a HUP signal to spamd to get it to restart. I *think* report_safe was added to SA 2.60; earlier versions had a different configuration option which had a similar (but not identical effect). Try running "spamassassin --lint" to see if it complains about any of the configuration settings.
