i asked some friends and they seem to think that by putting this file in my ~/.spamassassin/ directory it will be used automatically. is this true? or is there a source or include command i can put in my user_prefs file?
That is not true... in ~/.spamassassin the only file parsed is user_prefs, and there's no "include" directives for security reasons.
If you have system admin access, ANY .cf file in /etc/mail/spamassassin will be parsed, but this is the site-wide custom-config directory, not the per-user custom config directory.
