When did the local blacklist stop working? Did the stoppage
coincide with an upgrade to SA?

I've been fiddling around with writing a FAQ/how-to on implementing
local DNS-based RBLs/LWLs and have had good luck using

eval:check_rbl('set', 'rbl.example.org')

as the criterion rather than "blacklisted". Sub your own local
blacklist for "rbl.example.org" in the bit above.
