I changed my runscript for spamd to not include the $PATH Taint 
errors are gone, user_prefs are now being created. I also switched to sockets.

run script now reads,
#!/sbin/sh

PATH=/usr/bin:/usr/local/bin
exec /usr/local/bin/softlimit -a 20000000 \
        /usr/local/bin/spamd --socketpath=/var/vpopmail/spamd.sock \
                -m 20 -v -c -u vpopmail -s stderr -L 2>&1
                                
spamc is now called as,

spamc -f -U /var/vpopmail/spamd.sock -u $DELIVER

All seems to be working as should be expected.
