Here is the rule I came up with.  You will want to put your own score for
these, as it would be politically incorrect to block subjects in foreign
languages, but I set the score to a hefty 4.0.  I have no comment on whether
it is "correct" per the standards, and it's certainly not correct per the
"spam intent" philosophy.  I imagine this would be a lot of false positives
for people who legitimately recieve such mails.

I've used it for several months, but I receive no "legitimate" mail with this
subject encoding.
