Can't locate object method "new" via package "Razor2::Client::Agent"

read the docs that came with SA 2.60.. there's a source code patch for razor that needs to be applied, and is included with the SA tarball. This is likely your problem.
The other possibility is that razor itself isn't properly installed.. try running this to see if razor runs properly on it's own:
razor-admin -d -discover
