Whether or not a subnet is scanned, depends on whether the RELAYCLIENT variable is set by tcpserver. See http://qmail-scanner.sourceforge.net Go to the section heading "Installation" and you will find good documentation on how to set up tcpserver to do this. Be sure to read the comments within the sample tcpserver ruleset shown there.
