Use amavisd-new with Postfix as a content-filter and have all spam scoring over your threshold redirected to a mail-enabled Public folder for review.
Also create a public folder for end users to drop in (with Outlook, move the message) false negatives. Then create an IMAP script to remove and sa-learn these messages.
