For most setups, per-user prefs can do this.

But obviously you're not running per-user preferences in any way.

That depends in great detail on exactly how you're calling SA:  via a
milter like spamass-milter or MIMEDefang?  (MIMEDefang can do
per-recipient processing)  From whatever postfix provides for scanning
mail?  qmail?  your-uber-MTA-of-the-moment?
