AHA!

$ perl -e 'use HTML::Parser 3.24;' 
$ perl -T -e 'use HTML::Parser 3.24;'
HTML::Parser version 3.24 required--this is only version 3.05 at -e line 1.
BEGIN failed--compilation aborted at -e line 1.

So, where do I go from here?  Do I have to edit @INC inside SpamAssassin?  Or,
should I just remove the -T?
