I don't know about SA 2.6 - but in 2.55 the file
bayes_msgcount is essential.  So the fact that you don't
have it raises a possible question. (But you might want to
check the documentation, as 2.6 does make some changes to
Bayes function.

Other than that, I can't help you. You might want to test by
trying to send some sort of extremely-obvious spam through &
see if it gets tagged.
