There is, in fact, a difference and it's not encouraging.  Specifically, after
removing ~/.razor and running razor-client and razor-admin -create and
-register I can't recreate identity-xxx-xxxxxx and the link to this file.  I
get 202 error which, I suspect,  is razor saying "but you're already
registered - please don't do it again".  Any advice on how to beat this?
