You could put it in user_prefs for the spamd user and it'd be
read every time spamc is lauched - no need to restart or HUP
spamd. Maybe that's nota good solution if there's thousands
of blacklist/whitelist entries and they're re-read all the time.

Or create 50_whitelist.cf and 50_blacklist.cf in
/usr/share/spamassassin (or whatever it is on your system) or
add the stuff in local.cf.
