"Failed to create default user preference file //.spamassassin/user_prefs"
Sounds like you're using spamd and spamc, and not passing -u to either. In this case, spamd will fall back to the user "nobody" and try to use that home directory for the user_prefs. If "nobody", or whatever user sa runs as, has a home directory of "/" you'll get the above message.
