I received a spam that got scored only 4.4 yet it had
BAYES_80 as well as FORGED_HOTMAIL_RCVD.

I'm not very familiar with how much these tags _should_ be
scored, but shouldn't a FORGED_HOTMAIL_RCVD have a
reasonably high score? And BAYES_80, typically how much does
that contribute?

what version of sa are you using? it's impossible to say what the scores should be without knowing what version you are running.

However, you can find out the scores yourself by grepping /usr/share/spamassassin/50_scores.cf for the rules in question.

For 2.60 the score lines are:
score BAYES_80 0 0 2.442 1.657
score FORGED_HOTMAIL_RCVD 0.470 0.001 0.500 0.500

From these numbers, I'd guess you aren't using 2.60, but you can do these checks on your own version.

As for the score of FORGED_HOTMAIL_RCVD if you look in the statistics.txt files, you'll see that FORGED_HOTMAIL_RCVD does get some false positive hits, and thus can't get a very high score. It's hit rate is 95% spam, 5% nonspam. Not bad, but not good enough that it would be likely to have a high score on it's own.
