I had the same symptoms on Win32/CGPro. My issue ended up being the
location of the rules. /etc/mail/spamassassin is supposedly obsolete
this round, but without manually editing the files and inserting a
different path, that's the only place it seems to find them here. I'm
not sure yours is the same issue as you're not on Windows, but since
it's scoring zero...

I had removed both my /etc/mail/spamassassin directories prior to
installing 2.60. After installing the spammassassin -D run would work
fine, but when running in CGPro, it couldn't find the rules. Maybe there
should be an environment variable to point to the site-wide default
rules.
