Sometimes I see an e-mail and looking at the full headers I see:

X-Spam-Checker-Version: SpamAssassin 2.60 (1.212-2003-09-23-exp) on
        ns2.wananchi.com
X-Spam-Status: No, hits=0.0 required=5.0 tests=none autolearn=no version=2.60

This is an e-mail from "out there", so why is it that tests=none ???

does spamassassin --lint complain about your configuration file?

If that's no help, try running spamassassin -D <sample-spam.txt.. that should tell you what paths it's using for rules, etc.
