spamassassin 2.55

I am having a strang problem with what appears to be that my locall.cf file
is not being read.
When i set a user to recive all incoming mail with the all_spam_to setting
and restart amavisd the user will recive all spam. Nothing is blocked.


Then if i comment out the all_spam_to setting to that user and change so
they don't recive spam and change the rewrite_subject to 1 and the
subject_tag to [*****SPAM*****] the subject is never rewritten. What am i
doing wrong i would really like to know?


So seem like the all_spam_to setting is being read and the rewrite_subject
and subject_tag are not being read.
