Are you using procmail?

I don't think there is any way to make Spamassassin skip
tests - even with whitelists, it operates by running through
everything and returning a cumulative score.

But if Spamassassin is invoked from procmail, then you can
simply create a recipe in the procmail file ahead of
Spamassassin which will look for that particular header, and
deliver the email if there is a match.
