SpamAssassin has no code within it to delete or drop any email. There are systems which have combined SA with other programs, and those other programs can trap or toss or delete emails based on the information SA adds to an email's headers, but SA itself does nothing but add that information (and optionally encapsulate the spam as an attachment).
