Don't cheer too much... The article didn't sound like the Chinese were "shutting down spammers" in the sense of procecuting spammers within .cn, or knocking down doors of spammers, etc.
The article isn't too clear on exactly what China is doing, aside from "(refusing) e-mail messages from 127 servers". The action sounds more like an RBL or access-list entry, although I'm not sure how that would be applied country wide.
