Does SA translate that before hand and that's why it's not hitting?
Yes, QP and base64 are decoded. They are decoded so that they can't avoid SA's normal subject rules so easily.
body rules also get html tags stripped and end-of-lines removed prior to run as well, but rawbody skips this stage.
