/usr/local/etc/mail/spamassassin is an acceptable location for local.cf.


SA actually checks several directories for local config files and uses the first one it finds that exists.

You can check for sure what path SA is using by running spamassassin -D <sample-spam.txt. The top of the debug output should mention what site config directory it is using.
