So what is the best general rule that has been created to match html mail
with garbage html and or garbage html?

As I mentioned earlier something that matched letter frequency on the
first and last part of email should detect garbage words, but didn't
someone submit a patch to detect a large number of invalid html, and tag
it as spammy?
