SpamAsassin has the whitelist options in local.cf or user_prefs.

However, it might be even better to set the MTA from even feeding local
mailto spamassassin, is possible (it depends how SA is integrated to the
MTA). It's quite easy to arrange if SA is called from procmail (or maildrop
as I do), and saves lots of mail server processing time.

Anyway, it is doable.
