For the Postfix MTA, does anyone know how to turn off the addition of a

be no need for the relay to add one.

Is this machine relaying from users' MUAs, or from some other SMTP server? That is, does the SMTP path look like this:

User MUA ---> SMTP Server ---> Your Postfix Box ---> final destination

or like this:

User MUA ---> Your Postfix Box ---> final destination

If the latter, then your Postfix box *should* be adding a Message-ID: header (though I'll admit RFC2821 specifies MAY).

If it's the former situation, then you're quite right that Message-ID: should not be added after the initial SMTP injection point. (However, I don't know how to configure Postfix. Sorry.)
