The header is normal. The effect you're describing isn't.

I can't say why it might be in the test message, but this is a perfectly
legitimate and widely used header - at least one use I know of for
"Precedence: junk" is autoresponders. Properly written autoresponders wont
reply to a "Precedence: junk" message, and also include this header in
their reply messages...

Similarly "Precedence: bulk" is commonly used by mailing lists, and well
writen autoresponders won't reply to that either. (I think this list adds
this header too)

If your spam filtering setup is bamboozled by a Precedence header, then
maybe you need to look at why and fix it. (It should have no effect either
positive or negative on spam filtering.....)
