To the connection provider that has control over the IP.
Use the whois tool to determine that. Whois info isn't
always up-to-date (also take a look at abuse.net), reporting
the IP where spam was sent might not do any good (and if it's
an open proxy, the host is just one of hundreds the spammer
is using to send out the spam)... so don't expect the report
to do miracles.

Also try using the reporting tools various RBL / DNSBL sites
have, so if the IP has a mis-configured proxy or open relay,
it gets into blocklist zones and others using the services
will benefit from the info that way.

http://www.moensted.dk/spam/ has a big list of RBL/DNSBL
services, but if you don't know what to check out, look what
SpamAssassin uses and see if those services take nominations
or listing requests from users.
