I wouldn't bother messing with other rules, In this example you've clearly been hit by the famous bug 1589, which has long since been fixed.

The rule REFERENCES has a massive negative score (it's something like -6)

That rule right there as acting as a whitelist for this message. Without it this message would have scored well over 5 (probably somwhere in the 8-10 range).

This issue is fixed in 2.54 and newer. Or can be manually fixed by zeroing the scores for the affected rules as a band-aid
