600 is fine for the files, assuming spamc is running as the user
in question.  Permission denied can also occur from the directory
permissions, so you'd have to make sure those allowed the user to access
the dbs as well.

also, you're using sdbm instead of the _very highly recommended_ DB_File.  fyi.
