Okay, I'm blind. I didn't realize that the email DID have USER_IN_WHITELIST_TO in the header. I'll just change some values in user_prefs:
score USER_IN_WHITELIST_TO -7.0
You can also use more_spam_to or all_spam_to instead of whitelist_to.. They have stronger scores by default.
