If I tell you that it "just worked" for me, this probably isn't very helpful.
Still: 
        * I created the public folder in Outlook and selected "email" as
folder type.
        * mail dropped in the new folder apears as a normal message, not as a
Note.
As stated before, thats for exchange 2000 SP3.
