It's ~/.procmailrc, not ~/.procmail.

Try using VERBOSE=yes in the .procmailrc , and read up on procmail to
figure out how to debug it further.

Ensure the "spamassassin" service has been started.

If all else fails, post the entire ~/.procmailrc file here.
