If there is no ~/.spamassassin/user_prefs file present for the account in question then the required_hits parameter will be taken from local.cf.


However you must realize that spamassassin reads the user_prefs file for the user it is executed as, which is not necessarily the recipient of the message. In fact, this is usually always root, mail, or nobody for most MTA and procmail type setups.

If you use spamc via procmail, you can pass the recipient's address to spamc with the -u parameter, and it will setuid to that user prior to reading user_prefs.
