Hi Frank, The local.cf file is a system file. I don't know exim but on a qmail setup it should go into the /etc/mail/spamassassin directory since it is accessed by spamassassin itself. What I'm trying to say is that it is not "user" specific in the sense that it should go in all the users directories to work. SA will always read it first before processing the rest of its rules and giving an answer.
Also you have viagra spelt wrong! ;) If that is what you are trying to catch then try v.ag.ra instead of viagara. They usually substitute the "i" for a 1 or a l to deceive SA. If you also want to catch that second a then just put a . Hope this helps.
