Procmail is an MDA, thus, it only gets involved if a message is handled for delivery by the local system. It does not get involved in messages that are merely transported through it by your MTA.
If you want to spamassassin mailing lists you handle, then you will need to integrate spamassassin with your MTA. Check the "where" page on the spamassassin.org website for some starting points on what MTA integration tools are out there for sendmail, exim, qmail, etc. Pick one that matches your needs and what MTA you use.
