Not exactly. According to pyzor.sourceforge.net:

Pyzor initially *started out to be* merely a Python implementation of <http://razor.sourceforge.net/>Razor, but due to the protocol and the fact that Razor's server is not Open Source or software libre, I decided to impelement Pyzor with a new protocol and release the entire system as Open Source and software libre.

(emphasis added)

The concept is the same, but the protocols, servers, and database are different. If you run both Razor and Pyzor on the same corpus, you'll see a significant number of messages hit by only one of the two services.
