I have not done this myself, so I am just making assumptions that will
hopefully help.  I assume the way SA works on Windows is that you use the
spamassassin Perl script as spamc/spamd are compiled for *nix OS and not
compiled for Windows.  So I believe you need to call spamassassin with
whatever options you need to run.  For example:
   spamassassin -d -a
       or
   C:\Perl\bin\perl.exe spamassassin -d -a

You may have to experiment depending on whether you are using ActiveState or
Cygwin Perl.
