Does "joe blogs" actually show up in each email? Then you could just write a
rule for that. I have a somewhat weird rule, that actually bothers me. If
the To: and Cc: doesn't contain one of our domain names, then blamo! It gets
a point. I need to work on it some more. I might create a wiki work in it. 

That might be what you're looking for.
