Probably an open relay over there.. Open relays and insecure networks are a massive problem in most educational institutions just due to the scale, but a select few Asian nations seem to have a bigger problem with it than most. It might also be that spammers enjoy targeting them, that way some of the anti-spam angst gets misdirected to the wrong place.


Not to say that there aren't spammers in Asia, but this case sounds like a hacked network or open relay that someone in Florida took advantage of.
