Are you sure you're executing the test, that your test mail matches the
test?

In 2.55 I find the tests
> header SUBJ_VIAGRA  Subject =~ /viagra/i
and
> body   VIAGRA       /VIAGRA/
which means that "viagra" within the subject header will match the
SUBJ_VIAGRA test, and that test is case insenstive.

However, the VIAGRA test you're using is case sensitive -- it matches
only the upper case word "VIAGRA" in the body (not subject) of the email.

Your test email may be matching the SUBJ_VIAGRA test (which you didn't
specify a score on), or if you have "viagra" in the body of your message
in lower or mixed case and not upper case, then the VIAGRA test is simply
not being matched.
