Um, you do realize that to create a DNSBL you have to be running your own
DNS server with a DNS zone that you have permission to be authoritiative
for. (this is a non-trivial requirement).

If you just want to set up an IP blacklist, I suggest that you do it
with a MTA.
I have a sendmail 'access database' with over 12000 entries in it.
(I can blacklist individual IPs, whole subnets, whole networks,
or domains with each entry.)
As the access database is stored in a BerkeleyDB format, it is fast
and has almost no overhead.
