Yep public folders is the way to go.  I have this implemented (due to a
great script and help from Mark Motley, THANK YOU MARK!).

Users simply put the mails in the folders and script automatically takes
them, learns and deletes them.

It's slick and simple.

There was a huge discussion on list some months ago on how to handle
transfering mail between the SA box and Exchange.

The best advise that I saw was to setup a public folder for spam/ham and
write a script for SA server to log into the Exchange server as a mail
client and pull the emails that way. I did test it and it worked very well.
