Just for kicks, I tweaked the message to use the other part of that rule
(pandabearperks).  No joy.

I also tried copying the words to another rule in the same section.  All
of a sudden, it matches...

I've played around further, and discovered I had another set of rules in
the same series further down.  One of those rules was also
SPAM_SITE_11...

Oops.

I *really* have to split of local.cf.  500+ lines is getting
unmanageable.  :/
