I would like to know if we can use sa-learn --spam on tagged spam, or just on non-detected spam.

In general, sa-learn should be fed a nice balanced diet of all kinds of spam, tagged and otherwise.
However feeding it non-detected spam is more important, to help ensure non-tagged mail gets tagged next time.
