Obviously, those ports are shut down. I would think the normal process would be to try once every 4 hours or so for a few days and report back that the message could not be sent.
I doubt if anyone has their queue retry as infrequent as 4 hours... Most people would use 30 minutes or less, otherwise you'd never get mail through to some hard-to-reach servers...
But certainly not multiple attempts per minute...
