[SAtalk] No Hits higher than Required Hits but Not marked as SPAM

I’m sure this is a simple question, but  even though Spamassassin correctly registers the score, the mail was not marked as SPAM.  How can I correct this?  The archive of previous mail postings appears to be down.      The No, hits=-8.7 required=5.0 tests=APPROVED_BY,EXCUSE_15,MISSING_OUTLOOK_NAME, RCVD_IN_BONDEDSENDER,SPAM_PHRASE_03_05,SUBJECT_IS_NEWS version=2.44
